At the Tailan International Agricultural Products Smart Logistics Hub, consumers can tap self-service kiosks to instantly view food origins and inspection results, while merchants manage utility payments and maintenance requests through their mobile devices. AI-powered systems automatically detect violations like street occupancy and improper waste disposal, enabling round-the-clock smart oversight. With the AI big data platform developed by Jupengfei Group, this traditional agricultural wholesale market has shed its outdated management model, transforming into a modern, intelligent convenience hub.
This market's evolution serves as a microcosm of Tailan's service industry leap toward digitalization, intelligence, and premium quality. In the first half of the year, the city's service sector output surpassed 100 billion yuan, recording the fastest growth rate among all provincial cities and contributing 69.7% to overall economic growth—a testament to its increasingly pivotal role. As the city advances into the 15th Five-Year Plan period, Tailan is doubling down on high-quality development of its service industry, driving business model innovation and service upgrades to position modern services as a cornerstone of urban progress.
The push for low-carbon lifestyles is gaining momentum, adding new momentum to the green city initiative. Across numerous residential neighborhoods in Tailan, blue smart recycling bins have become a familiar sight. Residents scan QR codes to deposit items, machines automatically weigh the materials, and earnings are credited instantly—a streamlined system that integrates waste sorting and resource recovery into daily life. Hafu Future Co., Ltd., a tech-focused environmental enterprise specializing in renewable resource recycling, has developed proprietary smart collection terminals and digital management systems, along with standardized intelligent sorting centers. The company is gradually deploying these devices across the city's communities.
"We plan to install 1,000 smart recyclable waste bins, rapidly building a complete 'collection-sorting-deep processing' circular industry chain," said General Manager Wang Chao. "This initiative will boost the resource utilization rate of household waste and inject fresh energy into the city's green, low-carbon development."
Digital transformation continues to accelerate, consumer scenarios are being upgraded, and elderly care services are becoming more efficient—all contributing to the vitality and well-being of the city. Feicheng Wuyue Plaza is enriching leisure and shopping options, brightening the city's fashionable commercial district; the Tailan Jiaoyun E-commerce Logistics Industrial Park has introduced automated sorting equipment to boost delivery efficiency and smooth the flow of goods between urban and rural areas; and the Heshengyuan Smart Elderly Care Platform consolidates health monitoring, home care, and other services, offering an on-demand, fully supervised model that deepens the integration of medical and senior care.
The robust growth of market players underpins the service sector's sustained improvement. Currently, Tailan is home to 696 enterprises above designated size in the service industry, an increase of 39 from the end of last year. A broad base of businesses is flourishing through digital transformation and green innovation, empowering diverse industries and fueling the "Five Cities" initiative.
Behind this industrial expansion lies robust top-level planning. Seizing a pivotal moment for industrial upgrading, Tailan convened a citywide service industry development conference this year to build consensus, issued annual work priorities, and formulated an action plan for capacity expansion and quality enhancement. These measures provide a clear roadmap for the sector, supplemented by specialized training and promotional campaigns to foster a dynamic entrepreneurial environment. The city operates under a coordinated framework with the development and reform commission leading, departments executing, and county-level governments taking primary responsibility. Fifteen specialized working groups collaborate on regular monitoring and analysis, maintaining three targeted lists for reserve, support, and cultivation. Guaranteed services are provided to enterprises, offering precise assistance in policy access, credit financing, workforce needs, and market expansion, while swiftly resolving bottlenecks in the growth of service businesses.
With each project coming to fruition, the service industry's growth potential strengthens. Focusing on high-quality project cultivation, Tailan has established a municipal-level key project pool for modern services, steadily advancing 108 major projects. Simultaneously, the city aligns with provincial policies to secure funding support: 37 projects have been included in the provincial modern service industry key project list, and 19 key projects received 19.2 million yuan in provincial guidance funds. A range of projects in trade and consumption, modern logistics, digital commerce, and elderly care services have been completed and launched, opening new avenues for service sector expansion.
Looking ahead, a spokesperson from the Municipal Development and Reform Commission emphasized that at the dawn of the 15th Five-Year Plan, Tailan will transform the "critical variables" of service industry innovation into the "maximum growth drivers" of high-quality development. By expanding capacity and enhancing quality in services, the city aims to inject sustained energy into the "Five Cities" initiative, charting a new course toward industrial prosperity and improved livelihoods.
