Fushi Investment Chairman: Evolution from CBD to CID Represents the Next Frontier in Industrial Spaces

At the 2026 Headquarters Economy Conference and the Sixth Forum on Building Economy and High-Quality Urban Development, held on September 11 as an official thematic forum of the China International Fair for Trade in Services, Wang Lei, Chairman of Fushi Investment Management (Beijing) Co., Ltd., participated as a distinguished guest in the summit dialogue titled "How Building Economy and New-Quality Industries Can Resonate and Thrive Together."

Wang Lei noted that in 2022, district leaders proposed a "commerce plus technology" dual-engine strategy, and when conventional office leasing posed challenges for the project, the company proactively pivoted toward developing a technology park. From the perspective of a dedicated technology industrial park within the Zhongguancun system, and under the guidance of the Beijing Municipal Science and Technology Commission and the Zhongguancun Administrative Committee, the park undertakes pilot initiatives, builds industrial service platforms, and cultivates the regional industrial ecosystem. With their support, the project has invested 30 to 50 million yuan annually over three years since opening to refine its industrial ecosystem and supporting facilities, resulting in a well-rounded infrastructure system.

The park has established a comprehensive common technology service platform, including a high-standard light field capture system, an advanced motion capture system, and the Suanduoduo intelligent computing power scheduling platform. The light field capture system, initially used for facial data collection of digital humans, now broadly serves AIGC film, television, and gaming industries, while the motion capture platform achieves micron-level precision to empower AI content generation enterprises. The park operates its own small-scale computing center and a scheduling platform covering cloud computing, IDC facilities, large model tokens, and proprietary computing resources. With 150,000 square meters of above-ground space and nearly 500 resident enterprises averaging 300 square meters of office area, the park hosts a diverse range of businesses, from small startups to industry leaders with over 10,000 square meters of office space and annual revenues exceeding 10 billion yuan, forming a complete corporate ecosystem.

Large enterprises with ample internal resources require fewer services, whereas small and medium-sized enterprises (SMEs) have strong demand for industrial services. The computing power scheduling platform mainly serves SMEs, which, due to small procurement scales, lack bargaining power with suppliers and often resort to self-service online channels. The platform aggregates these demands to secure more favorable terms for SMEs. To support full-cycle corporate growth, the park has established five incubators and one accelerator, including two international cooperation incubators—Beijing-Hong Kong and China-Singapore—linked to Hong Kong Cyberport and Nanyang Technological University's CRPO incubator resources. These international incubators, totaling 7,000 square meters, annually attract dozens of overseas enterprises while offering domestic firms expansion services to Hong Kong and Singapore, covering scenario connections, order links, and capital matching, leveraging the Guangzhou and Singapore exchanges to broaden global development pathways.

The Xingdi (Chaoyang) OPC open-source entrepreneurship community, a high-quality community service platform in Beijing and Chaoyang District, differentiates itself from traditional incubators by minimizing workstation requirements and adopting a community-based operational model with a dedicated technology foundation, standardized services through the online platform flcopc.com, and a specialized accelerator. The park also features four professional roadshow halls, over 20 shared meeting rooms, and a 3,000-square-meter art exhibition center. With routine industrial activities, the park has hosted over 100 events annually in the past two years and 100 in the first half of this year, targeting 200 for the full year, covering investment and financing connections, policy releases, and scenario links. As a Zhongguancun-based park, it serves as a platform bridge, transmitting government policies and industrial development needs to precisely serve resident enterprises.

The park also plays a role in cultivating Chaoyang District's tech industry "from zero to one." While the district historically had strong cultural creative parks but lacked specialized tech industrial parks, the project has deeply engaged in policy research and regional park transformation, contributing to the establishment of nearly ten high-quality Beijing tech parks and Zhongguancun specialty parks. Additionally, as part of the collective economy platform of Jiangtai Township in Chaoyang District, it supports the transformation and asset appreciation of the collective economy, which traditionally revolved around markets like lighting and auto parts. This project, given its large scale and long construction period, stands as a key practice in advancing collective economic transformation. Finally, Wang Lei shared insights on AI, noting that his understanding has evolved: initially viewing AI as a tool and productive force akin to the steam engine, electricity, or the internet, he now sees it as a leap in civilization itself. In human history, only the invention of writing parallels this significance—writing enabled the fixation, transmission, and iteration of thought, while AI for the first time allows reasoning to evolve independently of human cognition.

Office space forms will change accordingly. While CBD and super-grade office buildings currently offer premium corporate environments with high-end image, brand strength, and efficient business communication advantages, the future trend points toward CID (Central Innovation District), with CBD potentially upgrading and evolving into CID. In the AI era, the brand value of traditional office spaces diminishes, and business communication gains diverse digital solutions, prompting innovative industries and professionals to prioritize industrial ecosystems, innovation clustering, and innovation service availability. AI is inevitable, and CID is the trend. Amid this major era of change, with both opportunities and challenges, the company will identify its entry points and core positioning to continually participate in urban industrial development.
