"It highlighted my internship experience and project achievements prominently, and the response rate for my applications has clearly improved."

To address pain points in traditional employment services, such as information asymmetry and low matching efficiency, Weihai took the opportunity of its municipal public human resources market being approved as a provincial-level pilot for digital and intelligent employment services. The city has comprehensively enhanced its online and offline digital service capabilities. Leveraging the Weihai Employment Service Platform website and the "Jiu Weihai" WeChat mini-program, the platform integrates the DeepSeek large model and launches two key service scenarios: "Intelligent Resume Optimization" and "Intelligent Job Screening," facilitating precise alignment between labor demand and job-seeking needs.

For job seekers, the "Resume Optimization Assistant" can automatically diagnose resume weaknesses and generate personalized improvement plans. For employers, the intelligent resume screening service performs initial filtering and generates matching rankings and analysis reports through multi-dimensional assessments of professional skills and background experience. Since its launch, the platform has provided intelligent resume optimization and screening services to over 20,000 person-times, with 105,900 registered job seekers and 10,600 registered employers, accumulating 118,600 resume submissions.

Digital technology has not only improved online service efficiency but also made offline services more precise. Weihai has optimized its offline service layout, setting up functional areas such as career guidance studios and group guidance rooms, and regularly offering public career guidance services. The city has also developed the "Zhi Wei Ni" featured service brand, which was selected as a first-batch national demonstration case by the China Employment Promotion Association in 2025. The city has refined its closed-loop service for offline job fairs, implementing a complete working mechanism: pre-fair targeted invitations, online booth selection, and job previews; during the event, QR code check-in, intelligent matching, and information push; and post-event follow-up and tracking.

Since the start of this year, Weihai has organized 350 online and offline recruitment events centered on regional development, key industrial chains, and key employment groups, serving 11,500 enterprises and publishing 258,800 job positions. Intelligent service scenarios have cumulatively served 22,000 enterprises and job seekers.

Regulatory oversight: Keeping market order both flexible and controlled

Adhering to a problem-oriented approach, Weihai has integrated standardized governance throughout the entire market operation process. The city has conducted a comprehensive survey of all human resources service institutions, established dynamic management ledgers, and maintained a clear picture of the number and operational status of institutions. It strictly implements "double random, one public" supervision, formulates inspection checklists for human resources service institutions, and since 2026 has carried out spot checks on 105 institutions. Inspection results and records of violations are entered into credit files, with ABCD credit-based tiered supervision implemented.

Balancing supervision with administrative guidance, Weihai has abandoned the "emphasis on punishment, neglect of guidance" approach, instead conducting reminders and business counseling through centralized training, on-site visits, and online lectures. In March of this year, the city held a special training session for human resources service institutions, where institutional leaders and employees participated, clarifying red lines such as a prohibition on publishing false recruitment information and charging irregular fees, guiding market entities toward lawful and compliant operations.

Alongside routine supervision, Weihai has launched special crackdowns. The "2026 Special Action Plan for Rectifying Human Resources Market Order" was issued, targeting prominent issues such as false recruitment and illegal labor dispatch through joint law enforcement actions. This series of coordinated measures has created a strong deterrent and effectively purified the human resources market environment.

Coordinated development: Public and market services working in tandem

On the basis of market development, routine supervision, and special rectification efforts, Weihai has connected services, oversight, and safeguards across all aspects, releasing market vitality on multiple fronts. The city is expanding and strengthening the human resources service industry, leveraging the platform and bridging role of industry associations to organize business exchanges among institutions. It supports private human resources service institutions in undertaking employment service projects and capitalizes on the flexibility of market-based organizations. Precise delivery of enterprise-friendly support policies helps human resources service institutions overcome difficulties and stimulates the vitality of market entities.

Currently, the city boasts 8 public human resources service institutions, 696 for-profit human resources service institutions, and 2 provincial-level human resources service industrial parks, facilitating local and nearby employment for 178,000 workers. Weihai International Talent Port has innovatively constructed a "one port, five platforms, nine centers" functional system, providing comprehensive support for various human resources through government services, human resources services, investment and financing services, technical services, and international exchange services. Since its establishment, it has organized over 160 events, served more than 570 enterprises, and supported over 13,900 person-times of talent services.
