Fuzhou Unveils Comprehensive Strategy for Grain Security and Reserve Development Through 2030

The General Office of the Fuzhou Municipal People's Government has officially issued the Special Plan for Grain Security and Material Reserve Development in Fuzhou during the 15th Five-Year Plan period. This strategic document, designated as document number Rong Zheng Ban [2026] No. 29, outlines the city's roadmap for safeguarding food supplies and strengthening emergency preparedness capabilities through 2030. The plan has received approval from the municipal government and is now being distributed to all relevant government departments, district-level administrations, and affiliated units for implementation.

The plan establishes a comprehensive framework consisting of 18 key tasks organized across five major strategic areas. The first area focuses on deepening institutional reforms and consolidating the foundation of reserve security through improvements to grain safeguard systems, enhanced material reserve frameworks, and comprehensive supervision mechanisms covering the entire operational chain.

The second area emphasizes upgrading infrastructure and facilities to strengthen warehousing capabilities. Key initiatives include developing a robust grain logistics hub, addressing deficiencies in storage capacity, modernizing grain storage equipment, and reinforcing reserve infrastructure to meet contemporary standards and future demands.

The third area aims to accelerate industrial transformation within the grain sector, opening new avenues for industrial upgrading. This involves establishing interconnected production and sales networks, nurturing port-adjacent processing industry clusters, promoting distinctive grain and oil product brands, and building advanced processing centers to add value across the supply chain.

The fourth area concentrates on enhancing emergency response mechanisms and reinforcing risk prevention frameworks. The plan calls for the development of comprehensive emergency security systems, construction of multi-dimensional emergency response networks, and rigorous training exercises to sharpen practical response capabilities in crisis situations.

The fifth area focuses on empowering new productive forces and activating internal industry dynamics through technological innovation. Measures include advancing digital applications throughout the entire grain management chain, pursuing breakthroughs in storage science and technology, developing a professional talent pipeline, and preserving grain-related cultural heritage for future generations.
