Langfang's strategy involves establishing platforms, introducing supportive policies, and attracting enterprises to build a comprehensive industry ecosystem.
Inside the exhibition hall on the first floor of the Hebei AI Computing Center, a large display screen shows real-time data on computing power usage. Zhao Zitong, the center's director, stated that this is a national open innovation platform for public computing power under the new generation of AI, with a monthly usage rate steadily above 95%. The center has a total planned computing capacity of 300P, with 100P already in operation. Since its launch in October 2023, it has connected with over a thousand enterprises and more than 200 research teams, incubated over 170 scenario solutions, and attracted 14 AI companies to set up operations. Beyond the public computing platform, Langfang has also taken the lead in building the first officially operational integrated computing network platform in Hebei Province and has established innovation carriers such as the Hebei Provincial Computing Power Industry Technology Research Institute.
With the platforms in place, policies have followed suit. Langfang has introduced a computing vouchers policy, allocating 10 million yuan annually to support AI companies and research institutions in using computing resources, thereby reducing their costs. To date, the city has distributed four batches of vouchers, helping dozens of companies cut costs and improve efficiency.
These targeted policies have attracted high-quality enterprises. In June, Shanghai-based startup Maijunyun (Langfang) Technology Co., Ltd. settled in Langfang, becoming part of the city's AI supply chain. The company's head, Lu Haiyong, cited the low-latency computing advantages and voucher subsidies as key factors, allowing them to channel more funds into algorithm R&D. Within just over two months of establishment, the company launched three products, including an unmanned vehicle management platform and educational AI agents, with the latter about to enter testing. Langfang's computing power industry chain is now taking shape, with upstream hardware manufacturers like Baixin, Liantai, and Tongfei gathering, and downstream attracting over 20 industry application firms, accelerating the formation of a full-chain ecosystem spanning R&D, manufacturing, and services.
The true value of computing power lies in its application across various industries. Zhang Yongwei, head of Shanghai Xinliantong Packaging Co., Ltd., noted that through the "Liye Langfang" AI site-selection model, his company secured a factory site in just a week. In August, the firm chose to build a plant near Beijing, leveraging Langfang's AI-powered investment attraction tool. Since its launch this year, the model has served over 2,000 enterprises and facilitated more than 250 project landings. It is now being upgraded into an AI investment attraction agent, shifting from "experience-driven" to "human-machine collaborative" approaches.
Beyond investment attraction, Langfang has rolled out 49 AI large models covering fields like government services, urban governance, cultural tourism, transport, healthcare, and wellness. These include the "Dayu" emergency response model, which boosts response efficiency, and the "Happy Langfang" government AI assistant, which slashes processing times for residents. Shentong Express' North China transit hub also uses AI algorithms to optimize routes. From building the computing infrastructure to effectively leveraging it for industry empowerment, Langfang is converting its foundational advantages into high-quality development momentum.
An official from Langfang's Industry and Information Technology Bureau emphasized that, with the 2026 China Computing Power Conference set to be held in the city, they will focus on strengthening the computing base, improving the industrial ecosystem, and deepening integration applications to establish Langfang as the core hub for the computing power industry in the Beijing-Tianjin-Hebei region.
