Two Ministries Unveil Joint Plan for Agricultural Mechanization Development During the 15th Five-Year Plan Period

On September 20, based on information from the official website of the Ministry of Agriculture and Rural Affairs, the Ministry of Agriculture and Rural Affairs and the Ministry of Industry and Information Technology have jointly issued the "15th Five-Year Plan for the Development of Agricultural Mechanization in China" (hereinafter referred to as the "Plan"). The Plan sets clear overall requirements, specific targets, and key tasks for achieving high-quality development in agricultural mechanization during the 15th Five-Year Plan period.

The Plan outlines that by 2030, significant progress will be made in the high-quality development of agricultural mechanization. The comprehensive mechanization rate for crop cultivation, planting, and harvesting is expected to surpass 80%, while the rate for hilly and mountainous areas is targeted to reach over 75%. The mechanization of livestock and aquaculture, as well as primary processing of agricultural products, is slated to accelerate. New technologies and equipment, including artificial intelligence and new energy, will be widely adopted in the agricultural mechanization sector. Moreover, the capacity for socialized services in agricultural machinery operations and the ability to prevent and mitigate agricultural disasters will be substantially enhanced.

The Plan deploys five key areas of focus.

First, it emphasizes the deep implementation of an initiative to promote the high-quality development of agricultural machinery and equipment, accelerating the enhancement of supply capabilities for advanced and applicable products.

Second, it focuses on removing bottlenecks in pilot testing and scaling, intensifying efforts to promote the application and dissemination of agricultural machinery and equipment.

Third, it aims to expand the application scenarios for agricultural machinery, fostering the growth of new industries and new business models.

Fourth, it seeks to improve the quality and standards of agricultural mechanization production, strengthening the capacity for disaster prevention, mitigation, and relief in agricultural machinery operations.

Fifth, it calls for strengthening policy support across the entire industrial chain to elevate the level of management within the agricultural machinery industry.
