Hong Kong Government Eyes Record-Breaking Multi-Currency Digital Green Bond Sale

Hong Kong is preparing to make a significant splash in the global bond market, with plans to raise between HK$15 billion and HK$20 billion through a multi-currency digital green bond issuance, according to sources familiar with the matter. If successful, this transaction would mark the largest deal of its kind worldwide, positioning the city at the forefront of the digital bond revolution.

The bonds, which will be denominated in US dollars, Hong Kong dollars, euros, and offshore yuan, could see pricing as early as Monday, with several banks already engaged to host a series of fixed-income investor meetings this week. This move underscores Hong Kong's determined push to expand its digital bond market, also known as tokenized bonds, which leverage blockchain technology for issuance, trading, and settlement processes.

Chief Executive John Lee has made a firm commitment to institutionalize the regular issuance of such bonds as a way to drive innovation and practical adoption in the financial sector. This new transaction is also set to reinforce Hong Kong's broader efforts to strengthen its fixed-income market through green finance and tokenization initiatives.

In his recent policy address, Lee highlighted that digital bonds issued by Hong Kong accounted for nearly half of the global market share between 2025 and the first half of 2026—a testament to the city's growing leadership in this space. The government has further revealed plans to utilize digital currency for settlement purposes, while also exploring blockchain-based mechanisms for dividend payments and redemption processes.
