Fitch Ratings expects AI demand, electricity requirements and government intervention to determine capacity trends among Japan's data centers, according to a Monday release.

Incumbents are best positioned to benefit, Fitch said, noting Tokyo's operational IT capacity grew 18% year‑on‑year in the first half versus just a 1% rise in planned capacity.

Greater Tokyo's operational IT load could expand 2.4 times by 2030, underscoring its strategic role despite expansion bottlenecks. However, Fitch also expects regional diversification and a shift from traditional data‑center hubs amid rising power and land constraints.

Meanwhile, projects with secured power allocations are most likely to proceed, highlighting power access as a key factor for timelines, site selection and viability.

The rating agency expects policy to promote wider geographic distribution of digital infrastructure, acknowledge power availability as a growth constraint and impose stricter efficiency standards on larger facilities.
